the neon has a problem with the wiring near the engine mounts in that it breaks or otherwise looses connectivity and that set of wires are for the cam position sensor
with that sensor not reporting to the ECM , the engine is turned off when there is not reaction from the engine , connection is restored and so ti start up again
check in the wiring harness in that area for the problem
they are for evaperative emmisions leaks.usually its a loose gas cap that causes these codes they are small leak codes.check gas cap, give it a couple of turns more to be sure its tight.
the car has to make 3 consecutive trips that detect no leaks before light will turn off.each trip has to start with a cold engine gas level between 15% to 85% of full.
or clear codes with code reader and drive car as usuall. if a leak is detected twice then the light will come on again.if it does then you will need to look for cracked vapor hoses,leaking canister etc
there is a code 51 first of all, try putting octane boost in the tank, there has been several completes all across the country of watered gas, i have a 96 and a 95 neon and within days of filling both up the code 51 came up. the boost helped 1 and the MAP sensor had to be replaced on the 96. hope this helps

you have to get scanned for fault codes..possible camshaft sensor if you have starting issues..if car is working fine,could be an evap leak..let me know
