Racket pinion steering power steering fluid

racket pinion steering power steering fluid overflows we have replaced the power steering pump and when the car is running power steering fluid goes down and when its off power steering fluid overflows

with the car running you trun the wheel all the way the to left then back to the right the fuild needs to get back to the racket pinion but itf still but if it doesnt stop you need to replace the racket pinion need to b replace also
