How do I reprogram two remote starters for my 2007 Chevrolet Tahoe?

You have a faulty starter solenoid. It is part of the starter though. It may be a 'refurbished unit' which just means a clean and check over.

Might be a cam sensor going. If the transmission shifts hard take a look at the sensors. we have a 2007 Chevrolet that had a similar issue.

No. turn the key to the on position (not run). In your driver Information Center you should have an option to program your keyless entry. Access this option through your steering wheel controls. There are two buttons. One is a page button and the other is a select button. It will guide you to the reprogramming just make sure you do both remotes at the same time unless you only have one remote. When you are prompted to begin programming hold the lock and unlock buttons at the same time on the first remote and wait for it to program. Then do the second remote the same way. When you are done turn the key off then start the engine and confirm they work.

You need a scan tool that reads the airbag computer. After that you need to reprogram (reset) it if there is no faults. Bring it to a Dealer as it may be under warranty

I had the same exact problem and fixed it by disconnecting the battery for 5 minutes. I was also having a problem with the A/C compressor not kicking in and after the battery disconnect it is working fine.
