sounds like poor electrical contact around the bulb holder, or in the electrical plug to the foglamp unit. surface corosion to the terminals. try cleaning these contact surfaces with some emery tape or a very small screwdriver. you may also find bending the contacts very slightly in a way that makes them press harder against the bulb helps. if you have access to a test lamp check for a live feed to the contacts as well.
