To the best of my knowledge, there is only a serpentine belt on that model truck, which means that not only is your power steering not working, but your water pump isn't either. DON'T drive this until it's fixed. My guess is that an idler pulley, or a tensioner is junk. The tensioner is the one that you put a wrench on to get the belt back on, there should be a diagram of that right above the radiator. If that tensioner no longer has tension when you try to put the belt back on, then you need a new one. Sometimes, but rarely an idler pulley will go, which is just a pulley bolted to the block
