This is a common problem, Ford garage will charge you about 1000.00 to fix it. It's an all day job for someone who knows what they're doing. I wouldn't recommend this if you aren't familiar with cars. If you still want to go at it, get a book for your car, you will like that much better. It has pictures!

- The rest of my post didn't come through, sorry! There is an actuator valve that will control a door inside the heater/a/c unit. It's under the dash and can be a pain to get to. Sometimes this unit fails and you need a new one, and sometimes it's just a bad vacuum line.

- Does the heater core get hot? It may be that one of your hoses is plugged and it's not circulating. Though I doubt that is it it's worth checking. I haven't had one of those out in years... so I'm a little rusty on the actual design, I guess I would start over by taking the whole duct system out and figure out exactly how it's supposed to flow through there. It's always possible that a mouse or something got in there and built a nest, maybe some of the seals are missing, or destroyed, or perhaps even the linkage that goes from the vacuum control unit could be broken. If air is moving through the heater core and into the duct work it should be hot... let me know if this doesn't help and we'll do some more digging.
