It is in the HVAC housing just to the left and below the blower motor. You will have to Remove to right sound insulator panel from under instrument panel to see it.

The air conditioner wont turn off at all in my 1993 cutlass ciera

Replacing the AC blower motor resistor in most cases cures this problem. The blower motor resistor is located next to the blower motor and the connector is on the outside of the air ducting.

Where is the cooling fan relay on 1994 oldsmobile cutlass ciera

The fan relay should be one of the four on the firewall under the windshield. You may need a shop manual to get the wiring diagrams to test it.
If you have power and ground at the fan motor and it does not run, the motor may be faulty.

Blower motor works on high only, why?

High is the only fan speed that doesn't run through the resistor. You have a bad resistor for the fan motor.
I hope this helps you.

Replaced alternator on 1994 ciera and now the heater fan doesn't work. any ideas?

Probably just a coincidence. Try the fan on all speeds. If it works on some, but not all, then the resistor module is at fault.
If it doesn't work on any speed then it could be a fuse, the resistor module, the blower itself, or the heater control. You will need to dig in further to narrow down the search. I would test the fuse, i.e. make sure you have power to the heater switch/control first.

1994 old cutlass ciera 3100 blown head gasket.

Get a Chilton's book on the car. It will take you thru the whole job, and give you the torque specs for putting it back together. You will need a torque wrench, foot pounds, and a good socket set.

Blower motor removal 1993 olds ciera 3.3

i worked for olds when that car was new. had alot of those motors go bad. you need to remove the p/s pump to do it by yourself-BUT you can remove the engine struts(mounts) and have a buddy(you trust) start the car and out it into reverse, now have him give it some gas so the engine rocks forward so you can remove/replace the motor/fan assy. - like that?
good luck
