I have a 95 civic the RPM gauge jumps not a steady

I have a 95 civic the RPM gauge jumps not a steady rise and sometimes the speedo does not work i dont get any check engine lights

- Harness is good no open circuit i tried my friends cluster and also does the same.

Its very probably a bad circuit board behind the Rev guage and Speedo. Before you replace it check that the wiring harness is connected firmly.
