The mechanism in the steering column is broken. Its not very easy to change. Lee

More then likely the turn signal asm. needs to be replaced( worn out) special tools are needed and steering wheel needs to come off. You will need to deal with the air-bag too. Unless you have the repair manual I would recommend sending it to your local mechanic or dealership for repair.
