It is the tube coming from valve cover ,left side, with sharp turn in it, warning this hose is very brittle and you can easily snap it off , so be carefull.

How do I know if I should replace the head or the whole engine on my 1998 Kia Sportage?

why do you need to no did the timing belt jump and damage the valves if so you can send it to a auto parts that rebuild heads or motors and they can check it for cracks or other damage as well you can maybe find a used one from scrap yard instead of spending the big money in the head or if you want check the price of a new one from dealer or jobber company and find out if the valves are in sometimes they send heads empty and it costs extra

The radiator thermostat may be stuck. I've had that before. Just about any auto part store should have an employee that can help if you need it. Its a quick and easy fix/replacement. You'll definitely want to check your radiator coolant level as well.
