I would hate to say it sounds like the water pump has gone now it is under tension from the new belt etc. If the belt is auto-tensioned it cannot be too tight, but if its manually adjusted check you havent overtensioned it. There should be an inch or more of play at the centre of the longest run, overtight belts stress the bearings the run on.
