I just switched out the transfer case (NP 241 C) and It still wont go into 4wd. The vacum line to the transfer case is capped off and always has been. the only thing left is the transfer case switch or the actuator. Can I remove the acctuator fron the diferential and check to see if its working ok or does it ground to the diferential?

Just replace the actuator in the front differential, they commonly go bad, I hope you needed the transfer case anyway.
