Are you reusing the studs each time? You need to get new studs and make sure the old gasket is completely off and the surface is smoothe and does not exhibit any signs of being warped. Also check the block to make sure it does not need decking. The heads aren't the only thing that can warp. Also if you over torque the bolts you'll crush the gasket which will also cause the leak.
