To repair this problem you need to remove the cover over the wiper motor on the driver side of the car.
Remove the retaining nuts under the little caps that hold the arms on, put a pry bar under the bottom of the arm and hit the stud with a hammer lightly a few times. The arm should pop off.
Remove the hoses at the unions for the wiper fluid and set wipers aside (don't mix them up).
Remove the little plastic screws (they are two parts, take out the middle first with a screw driver, then pry up the bottom part, like you would a drywall anchor for a picture etc).
Pry up the little white plastic stud that holds the shroud on over the wiper motor. Set the shroud aside.
Remove the plastic cap from the wiper motor so you can see how it all works if you like or just do the following. You will see a bracket that has a little slot worn in it. When you cycle the wipers on intermitent, you will see a small tab or arm that if cycled the opposite way woudl catch on this worn brakcet. Simply take a hammer and screw driver and beat that bracket closer to the rotating assembly slightly until the little arm catches when you turn the wipers off. Fixed. Put the wipers back on in the rested position and tighten the nuts and put it all back together the way you took it apart.
