When I start the jeep the motor races and will not

When I start the jeep the motor races and will not come down under 1500 rpm until I put it in gear then it drops to normal. With no way to idle the card down mysellf (carburator adjustments)and no apparent vacumm leaks I am out of ideas. can you help

do you have a T.P.S if so take it off and clean it with brake cleaner, still races buy new TPS
