Loud clicking noise when steering wheel is turned in either direction past center. Same noise when travelling over rough road or bumps.

The loud clicking noise you described is most likely a worn CV joint in the axle. The noise on rough roads is likely a ball joint or upper control arm ( there are 4 of them on your passat ) .
I would take your car to an alignment shop for a thorough inspection. Don't take it to a VW dealership , they will overcharge you for the work. They quoted me 3 hours labour to replace an upper control arm ball joint. I did it my self in the driveway in 25 minutes.

sounds like a nukel joint will make more noise when turn hard at slow speed
