where do I find the pcv valve and can I change it myself? If this is clogged or stuck does it cause oil to be all over under the hood and does it make the car use more oil?

Below is a diagram of your PCV valve. It's not a difficult repair to perform yourself as it's easily accessible. A clogged PCV wouldn't normally send oil throughout the hood. This is more likely a valve cover gasket. Look for pools of oil surrounding the valve cover. If you find seepage there, you've located the source of your oil consumption.

yes it can be located off the valve cover has a hose connected to it which connects the valve cover to the air intake pipe
