on a 96 it is located on the passenger side in the corner where the kick panel meets the firewall. You may have to move the carpet back to get to it. Try that for yours. There is only two years difference so it should be there. If it is not there it will be in the hatchback. My 2000 expedition it is on drivers side in the very back. It will be in one of the two places.
