bad seat recliner motor, cable connection to the motor, track is jammed, out of oil, or bad electrical connection to the motor.

To test the motor, run 12v directly to the motor from the battery. Switch the positive and negative around to test both directions. Nothing happening---bad motor. If if works, then you gotta tract the wires and connections from the relay to the motor. That's why it's costs $120/hr for THEM to fix it. Removal of the seat isn't too hard and makes it easier to troubleshoot the motor, cable, and connections.

Or.............buy a new seat for $850 on craigslist/ebay!
