Install a hog bar in a 2003 chevy silverado

not sure what you mean by a hog bar but i suppose its the same as bull bars ,well normally they fit to the existing bumper and sub frame bolts .Then your problem will begin with the paperwork and obtaining a copy of the certificate of homoglonation and then presenting the vehicle for a mechanical vehicle inspection.Also not sure about where you are but they are now illegal to fit on all new vehicles here in europe.
