You could have a plug wire periodically leaking voltage to ground if the wiring is not properly installed, or a problem with your distributor/rotor, but could also be caused by many other sensors (such as a faulty crankshaft sensor) or problems with your fuel system (filter, regulator, etc.).
I would check these plug wires carefully for contact with the engine and good connections at the distributor/plugs, and also add a good quality fuel system cleaner (gas tank additive) before going on with troubleshooting.
Check engine light on? Any codes? Missed before and after the cap was changed? Or is the cap new so you assume its good. I have had caps bad out of the box.
Oxygen sensor only report the condition of the engine the rough running condition can range from a worn sparkplug wires to worn sparkplugs to valve problems to injector problems. with the cadillac deville a tune up should be the first attempt to smooth the rough idle with the inspection of the cap and rotor cap and rotor do have a tendancy to arc internally and create misfire so does sparkplug wire that can leak spark voltage to ground and create misfire. the spark plug wire especially if they are brittle and hard can create issues
running good --not a timing belt problem
possible a balance timing belt problem as that shaft has to timed correctly or it accentuates the engine pulse vibrations
run the fault codes and check for injector dirty problems
clean the throttle body inside. check the idle airspeed control valve,(iac) is ok....check the sensor wires located on the air cleaner assembly if the air flow sensor is gone,it will not run proper. start with a good tune up ....correct plugs,wires cap rotor.fuel filter and pcv valve..check all the vacuum lines are tight.
