Problem for Mitsubishi 1996 Eclipse

When the car starts to make boost it will jump to

when the car starts to make boost it will jump to 16 lbs and then it will fall back and hold steady at 10 and 12 lbs some times is this due to the head not being built and the boost pressure pushing the intake valvs back open?
