The Solenoid fitted on the Steering Rack is not getting the command from The Body Control Unit. Kindly Replace your BCM and then your problem is solved. You can try to make sure by giving direct current of 12v to the solenoid and check the Steering. if it works then simply change the BCM as it's not giving d command to the Solenoid.

but before you do anything check with the dealer if they work on your system. i heard some people having issues buying updates for their Rovers and they got issues using the software and it was because they were not compatible.
