In response to your question, fluid can be low and more may need to be added. Any repair would be on the way it got low, fix the leak.
If it is low, steering at slower speeds will be difficult. An upper body workout. .

Usually if your steering fluid is low you will hear a winning noise when running or turning the steering wheel. Look for leaks around power stearing pump, steering rack and pinion, under car ect. check power steering reservour for propper level fill with recomended oil. If your reservour is low that is typicaly signs that there is a leak somewhere. If the noise does not go away after filling you should replace power steering pump.

I have a 2001 Dodge Grand Caravan and the rear wiper and washer are not working at all. A friend has the same vehicle that has a working rear wiper and washer. I have swapped both the wiper motor and the wiper/washer/emergency flasher switch module on the dash board with the ones in my friends van and my motor and switch module work in their van. I compared the voltages on my wiper motor connector to theirs. I have ground and 12 volts on two pins but the third pin has only 1.6 millivolts. Continuious when in normal wiper mode and pulsing when in intermitten mode. What controls the voltage on this third pin? Could this also be what is keeping the rear washer from working? The emergency flasher switch works fine in my van.
