When im going up a hill my csr stays accelerated

Check the throttle linkage from foot-feed to throttle body for binding at full throttle. You may need to disconnect several points to isolate the problem. Check particularly the cable coming through the firewall as it's inner cable can wear out and fray causing the cable movement to bind. Replace it as a unit because the inside of the outer housing is lined with plastic which can wear out as well.
