I expect the car has a brake safety switch which only allows the tranny to be shifted in to gear when the brake is applied. If this is not happening I expect either the switch or the solenoid it activates has failed.

Billettechnologies.com has a replacement cog for the shifter mechanism. And there are online replacement instructions linked from their website. Dodge only sells a replacement shifter assembly.. this is cheaper and the replacement part is machine metal instead of Dodge's plastic part... It'll take some patience and tools to get at it, but it's doable..

The Dodge Magnum and Charger shifters are having issues that result in being unable to shift from park.
There is a small plastic cog in the gear shift assembly that ends up going bad... if this is the case for you, you are not alone.
The dealer's remedy is to replace the ENTIRE shift assembly because they don't sell parts for it.
There is a company called "Billet technologies" and they sell a metal machined replacement part and they have links to illustrated replacement of the part. It does involve taking the console apart, and part of the radio bezel out of the car.
It's involved but it can be done... I recommend checking for any warranty first, then if you feel daring, you can order the part and have at it.
I personally own a 05 Magnum and the shifter is sticking now and then. We shut the car off and restart and sometimes it releases. I'm going to spray lube down the openings of the shifter to keep things freed up until I can replace the cog inside.

There is a safety latch that requires you to depress the brake to shift out of park. Your owners manual should show a way to "bypass" this untill you can get it fixed. I seem to recall a plastic latch wears out, or something like it.

If your car has "shift lock" which unlocks the shifter when the brake pedal is depressed and you are doing so, but does not unlock the shifter try this...
Look under the dash, on the brake pedal arm. There are one or two switches that activate brakes lights and shift unlock. Check for loose mounting nut or a missing rubber nubber. Look on the floor for something not usually found there. These switches are adjustable and it may be as simple as adjusting them. Have a helper look for brake lights on and shift lever unlocked while you push the switches with your finger. Remember to set the park brake first. Could just be a bad switch or loose connector.
