I have changed the sensor and oil pump, still does the same thing. What do you mean by "level unit".

dave (jacker to year 09) step one in any true shop is:
shop oil pressure gauge in hand
we test the real pressure GAUGE(hand) not guess
run correct oil 10w-40 might help
new oil filter never let it go to bypass mode ever, keep it fresh.
oil level never too full (over H mark is)
do the simple things first no drop pans/
see if the pressure really is wrong.
and if is correct. then the sensor added is the wrong sensor used of vast.
most oil lamps glow below 5-7psi
and if is REAL is not good.
the pump has pressure bypass valve
that some can be reached easy
and replace, if it sticks open this valve expect H3LL to pay./
my valve shows 55psi even cranking cold engine, spark and fuel fuses pulled.(a test )
if the valve fails here all, tests fail
    hot and cold tests.
no real VW engine name told
    TDI of some kind
    , 1.9L ?
    chain driven pump
if pressure is so low most engines
valves make a huge racket. or chains
the turbo checked for oil leaks. at bearings (smoke?)
turbo can fail and cause oil gallery pressure to fall.
finding the location of the gallery leaks takes hard work
    valve cam/rods, mains, turbo

locking keys in any car running
car causes the engine to overheat.
so test the car only after it fully cools down/
always have 2 fobs or other member of family has it to help you.
we have 4 keys 2fobs + 2 button less fobs. (all IMMO ready)

    good luck finding this.

Sounds like the Oil Gauge sensor or level unit.

Skip the sending unit issue, you've replaced the major parts..I did some research and spoke with my Tech here were I work...sounds like the voltage regulator might be triggering your light to come on due to excessive voltage upon accelerating or reving the motor. He had the same issue on his new Beetle.

Surges in RPM while at idle

It may be one of two things. A intermittent problem with the idle air control sensor or the throttle position sensor. Have the cars computer scanned at a local auto parts store to see if there is a pending code that has yet to turn on the check engine light.

Oil pressure light goes on.

I would check for the wire that comes off of the oil pressure sensor if it get grounded it will turn the light on
when you eccelerate that shift the motor and could have rubed the wire some where

2003 tdi, 54 k miles, bought car new, had manifold cleaned, new glow plugs and harness. car has been driven only short commutes for 3 years. Heavy blue smoke at startup, then it clears right up. No...

valve seals are going. when car sits excess oil gets past the valve seals then when you staRT up it burns the oil off then runs fine and no more blue smoke. It is fine to run like that had the same in a dodge caravan 1996 6cyl. ran another 100 000 km. and still ran fine got rid of it for other reasons.

How often do I need to change the synthetic oil in a 2003 jetta tdi? and what grade of oil is best?

Change it every 10k miles. You have to use 5W40 FULL SYNTHETIC oil. Not just any oil! You can buy Shell Rotella T 5w40 or Mobil1 5w40 Turbo Diesel Truck oil at Walmart. Both of these oils meet VW's TDI oil requirements.
