With the truck jacked up

With the truck jacked up running or not the steering is hard to turn. when driving and turning the wheel will stay and not straighten out after the turn. Yes the belt is on the pump, the ball joints are good and free the cv joints are also fine. with the tie rods disconnected the steering is still hard which make's me believe it to be the rack and pinion. what do you think or better yet know..lol..

try loostening the high pressure side of the pwr steering pump at the input to rack (I did not say remove it ) it's sounds like either the pump is shot or it's air bound and can't get fluid into the rack
with the fitting loostened try turning the wheel back and forth see if fluid leaks out or is all Bubbles?
