It sould be a key cylinder problem or the alarm module went out sometimes they can be reset but better to replace often with an aftermarket brand

They do not list an Idle co ntrol valve on the 2012 Impala, the car starts and runs fine with the key. But when I use the remote start it starts right up, runs for a few seconds then shuts off.

Your vehicle has electronic throttle control , has no IAC valve - idle air control valve . You have no idea of the complexity of the electronics on your vehicle , your best bet ,take it to a qualified repair shop . One that has a factory or professional scan tool that can communicate with all the modules on the vehicle .
Remote vehicle start (RVS) begins as an RF message received by the remote control door lock receiver (RCDLR) from a keyless entry transmitter. The RVS request is sent by the RCDLR to the body control module (BCM) via serial data. The BCM monitors system conditions such as content theft deterrent (CTD), hood ajar status, and body DTCs to determine if an RVS event will occur. If conditions are determined to be acceptable, the RVS message is sent to the engine control module (ECM). The ECM monitors system conditions such as engine control parameters and vehicle theft deterrent (VTD) to determine if engine starting will be allowed. If conditions are acceptable, the ECM will initiate engine starting. During the engine run time in a RVS attempt, before the operator enters the vehicle, the ECM may discontinue engine operation if system conditions require it or a message is received from the BCM requesting the engine be turned OFF.

Anti theft light blinking, dash lights up,windows roll up and down but car wont start. How do I start it?

If the anti theft light is blinking and you say that everything else fine.. My first thought is that the key is not programmed to the vehicle. The key has a internal chip that must be programmed to vehicle in order to start. Now my other question is, Is the key your using for the vehicle the original key or have you just recently had a key made? Regardless, in order for the yur Tribute to start, the key. Or keys have to be program to vehicle by your neighbor dealership. Thats the reason for your anti theft light is blinking

Absolutely! If the Passive Anti-Theft System (PATS) "thinks" you are trying to steal the car, it is SUPPOSED to keep it from starting. The problem is that the PATS thinks you are a car theif when you are not.
Below is a table straight out of the service manual for your vehicle. Please note that the FIRST action that must be taken for any PATS system malfunction is to scan the computer system for fault codes.

Anti-theft light on ( car an padlock symbol ) when trying to start the vehicle with the second set of key's ? Do you know how GM anti-theft system works ? There is a transponder in the head of the key . Around the key lock cylinder is a coil of wire ,when you stick the key into the lock cylinder ,this coil of wire energizes the transponder in the key head . A module the coil of wire is hooked to reads code of the tansponder . Everything is controlled by a module , BCM - body control module , PCM -engine computer , anti-theft module . You can research all you want ,you won't be able to trouble shoot without factory or professional type scan tool , service information , checking diagnostic trouble codes . Your buick has more computer power then the space shuttle has . Serial data communication networks . Your best bet , take it to the buick dealer .
