Remove the cap - do not remove the wires and dry the inside with a cloth or paper towel, be sure all the moisture is removed, replace the cap and also dry the plug wires by wiping them with a cloth. Then it will start. Occasionally after running this my be necessary a second time as moisture sometime will reoccur. Regarding power windows etc not working, probably on washing water got into the relays or fuse box.... simply let it dry. Occasionally when fuses,relays or switches get damp electrical accessories will quit working and a grey corrosion forms on the plugins for fuses and relays - removing them and reinserting them will clear this up. Look for a fuse box under the hood, usually it will be found mounted on a fender or firewall and may have a lid that has to be removed.

- The fuse panel should be located under the dash to the left off the brake pedal. Usually there is a diagram printed on the cover to the fuse panel and if not each fuse should be marked on the panel in small letters beside the fuse. Unfortunately I cannot locate a diagram of the panel. If all else fails - simply remove the fuses one at a time and check to see if they are burned - each fuse will have a small wire bar inside visible thru the fuse plastic - if it is broken then the fuse is burned out and should be replaced. The top of the fuse will indicate the size by a number - replace with the same number, generally they are also colored, different sizes are a different color.

- This forum has some good instructions and pictures :

Also if one window works and three do not - check to be sure the safety window lock button has not been pressed accidentally.

For 1993 Toyota Camry:
The Fuse box is by drivers left knee. Above this are the flashers and about 3 inches above this is the circuit breaker for the windows and door locks. The breaker is silver, about 1/2 by 5/8 inch and in the center is the button you need to push in to reset. Press in center button until it clicks.

For 1996 Toyota Camry:
You have to remove the coin tray on the bottom left of the dash. There is a fuse panel behind that. Next to that fuse panel are three bigger square fuse blocks. Two blue 40 amp fuses and a pink 30 amp fuse. The power window fuse is the pink one. To replace it you have to remove the lower dash panel that is held on by four 10mm screws.Pop out the two square plastic caps on each side of the steering column to get to the two top screws.

- Hi there;
On a 1993 it will be a silver breaker - a small tin box which will have a tiny black push button on the top - press it in until it clicks. If there is no button, (some do not have reset buttons) then replace the breaker.
On a 1996 - it is the pink fuse 30 amp fuse when you remove the coin tray. There appear to be no diagrams I can find for a 1994 model and depending on the month of manufacture - it may be either the old style or the new style, some cars manufactured in late 93 are sold as 94 models, but will have the 93 style fuses.

Remove the cap but dont remove the wires to it, and clean the mositure inside it..should be totally dry or else it will misfire upon starting the engine.
