Mercedes 2007 c230 engine , when I lifted the top engine panel that is toward the front of the car, I noticed a short black rubber hose not connected. It was to the right of the oil cap. What is it and should I connect it to the pipe in fornt of the hose?

It is sitting on top of the engine near the front by the left(driverside) cylinder head. Once you remove that front cover it will be staring back at you. I hope this helps.
The 99 C230 has a "dipstick tube" located in rear of engine close to the firewall accessible from passanger's side under hood. This tube should be covered by a black plastic top. Remove the top and insert a long piece of thin plastic-covered cable (very thin, like 1-2 mm) -- pull this cable back out as soon as you start to feel resistance. It should be wet with red transmission fluid. If it is brown, the fluid should be changed by a "QUALIFIED" technician who will use the correct fluid & procedures
Under the hood rectangle black box near the heater valves, between the suspension top mount and the front screen. There are some additional ones near the battery in the trunk.
hi go to your main light switch rotate it to driving headlamps and pull the swithch towards you it should slide out slightly in stages and operate the fog lights
the headrest switch is a button in the center console near the gearshift
You have to remove the front portion of engine cover, at the front of engine, on the right side is the oil filter housing, it looks like a black round piece bout 4" in diameter. You need a special tool to open this available at Mercedes Benz dealer or after market. You have to replace the cartridge of the oil filter.
Open the hood.
The cover on the top engine has 2 plastic parts.
Need to remove the front (small) part first. Gently lift it up and pull forward.
After removing the front part , you have an access to pull up the entire other part from the front and the back.
After lifting it up and taking it out, put it upside down on the floor, remove all the screw to take out the old filters and replace with new ones. There are 2 filters , one is on each side.
Put all the plastic parts back in reversed order, then you are done.
If you take off the plastic panel under your car, you will see the oil drain nut, here you can open it to drain all the oil.
It takes about 8 quartz to fill it up. Use the synthetic oil 0W 30 if possible.
Open the hood, There is a nice plastic cover with the Mercedes logo on it. You lift it up and pull toward you. Once it is out you will see the Oil filter right in the front.
It is too much hassle to go underneath the car to take out the plastic panel to access the oil drain nut and put it pack when you done, that why you can see $300 cost at the dealer.
You may want to consider buying the MityVac Fluid Evacuator 7201 to remove the oil from the top without removing the panel from the bottom. Have fun in doing it.
I have '05, both should be similar:
1.Cabin air filter is located above battery on right side against firewall.
Release three latches, remove filter housing, slide old filter out (housing is flexible), insert new
one, reinstall housing.
2.Engine air filter is on the left side of the block (follow intake hose). Cover is retained with six screws
(six point star shape,I belive called Torox, bit/scredriver size 25). Loosen screws (don' t pull all the
way out of the cover) lift cover , and remove old filter. Insert new one, reinstall cover. DO NOT
OVERTORQUE SCREWS! Screw holes in plastic filter housing strip very easily.
Note: Intake hose is very flimsy, one on my car came apart and had to be replaced.
