I believe the flashes come in 2 groups. Some number, a pause, then more flashes. If you're getting 5, pause, 5; that means there are no errors. I could be wrong, because I thought cars newer than '96 had OBDII systems that need a reader to determine problems. You can get them read free at some auto parts stores (AutoZone for one). I hope this helps you.

That is your check engine light. It means there is some sort of problem with the engine most likely electrical. It will have to be hooked to a scan tool to find out what is causing it to come on.

I have a 2005 dodge neon won't start

have checked the starter, if it clicks, but no crank, that is a starter, if cranks, but does not turn on, that could be a bad battery. ( assuming you have gas )

Blinking Check Engine light

This is typically a sign of a "detrimental misfire". A blinking check engine light means DON'T DRIVE ME! You may want to have your coil pack checked, plugs replaced or gapped properly, or wires replaced. Would also have to do with the camshaft sensor causing your timing to be off.
