Could be a dirty fuel filter, bad fuel (if it's only recent and not long term), there's also the possibility of a vacuum leak somewhere, where the computer is reading a loss in pressure and thus letting to much/to less gasoline into the engine.. My first bet would be to check the fuel filter.

Turns over but will not fire, no coughing, has fuel, intermittent problem

Sounds like a fuel delivery problem. Could be the fuel pump relay or the fuel pump itself. Owner's manual may show where the relay is located and most parts stores have them. The folks that work there will usually assist with the replacement.

The float for your gauge is in fuel tank. Re: your cough & sputter problem it could possibly be clogged fuel filter or bad fuel pump.
