the sender is basically a rheostat.there should be a very low resistance on one end and a fairly high resistance on the other.

More or less, yes; measure for resistance across the two leads coming off of the sending unit. If it changes as you slide the float up and down, it is probably good. However, you should get yourself a Haynes manual to reference the exact resistance in ohms you should be getting.
