Three basic checks, air, fuel, and fire. Check to make sure the timing belt is still turning the camshaft, I look in the oil fill hole to do this while cranking the engine, if it is good then I pull a plug wire, insert a #2 phillips screwdriver in the end and hold it by the handle next to the valve cover about 1/16" away do you see spark jump? if you do then check fuel pressure there is a schrader valve (tire valve) in the fuel rail on the right hand side, push it in and crank engine, careful of fuel spray. One of these tests will fail. Let me know if this helps.

Have 1997 ford escort with 2.0 motor trying to fix timing on it and crank wont rotat to timing mark with belt removed

The crank should turn since that is what the starter turns via the flywheel/flexplate-do you mean the cam? No matter, you can turn either by putting a socket on the crank pully bolt or cam bolt at the front of the engine. I am not certain, but if this in an interference engine, you need to be careful that you do not force the valves into the pistons-you will end up damaging the valves and will have to remove the head asnd start all over again after replacing bent valves.

Ford escort 1.8si 1997 timing belt has sliped how do i reset the timing

REPLACE timing belt. Line up timing marks on cam pulley and crank gear to marks on engine. Get a good manual from autozone it gives a goo picture of where to find these marks.

My 1997 ford escort won't start. The engine cranks!

Your issue is your cylinder head is dead, and most likely has caused damage to the piston on the dead cylinder. A compression test will show you have a dead cylinder. You should have no less than 100 psi compression on any cylinder. I have personally seen this issue on escorts over 50 times.
