Could be a blend door problem. On most modern cars the coolant flows thru the heater all the time, and the HVAC system controls the cabin temp by opening and closing vent doors. When you turn or slide the temp selector it makes the blend door or doors open and close for the heater core and A/C evap. I would have someone check under the dash and see if the doors are moving.
Blend air door may be stuck. I removed a pencil from a heater box before. It had fallen from the dash, down through the defrost vents and jamed the door.
Likely it has more to do with the door that controlls the airflow. Which should be operated by vacum might check and make sure all thevacum lines are plugged in.
I had the same problem and the gear box that opens and closes the valve for the water flow through the heater core was stripped. I had it replaced because it is a bear to get to. Hope this helps.
