I have a 1999 Suburban and i have to shut it off and start it up again to get it to get a strong idle and then it would shut down again.

It sounds like you are having a fuel pump issue. The electric pump runs before starting to PRIME the system then will run normally to run the truck. You need to check the fuel pressure at the fitting on the intake manifold it should be 60psi or better, a special gauge is available. Also AutoZone and many other parts places offer free diagnostics on all cars. Be careful when working on the fuel system as the pressure makes the fuel extremely dangerous.
