Your Blower Control Module/ Blower resistor is probably bad. It controls fan speeds. The blower motor itself could be bad, I doubt it unless it was making noise previously. The blower resistor is under the passenger side dash.
does the chirping sound seem to come from the engine compartment? if so, turning on the radio may put a larger strain on the alternator. if your belt is old or the tensioner is going bad that extra strain could be enough to make the belt chirp.

on the passenger side of the car under the dash there sits the hvac box they a 1 connector to it and 3 screws little ones,remove then and it falls out,,install new,,,easy
