To loosen and remove the drive belt on a 2004 Toyota 1.4L engine you simply use a wrench and pull up on the spring-loaded tensioner.
You should be aware, however, that if you are experiencing problems with belt squeal or rattling noise, there is a Technical Service Bulletin (TSB) for your vehicle that provides information for an updated tensioner assembly.
There shoud be a diagram of the belt system in the hood or inside finder area. The is a spring loaded pully, that when pulled up (or down) it takes pressure of the belt for removal and installation. It will require a scoket and socket bar to lift pully of the belt. There are special tools for this but costly. Have a partner hold the pully up and you remove the belt. When installing still have your partner lift (or push down) the pully and install per diagram. Once in release pully on to the belt.
