1991 ford festiva driver seatbelt will not retract

I have 2 Festivas and this is something that tends to happen due to the fact that they straps get frayed and sometimes the return spring weakens. So be sure to check very closely what happens when the belt returns into the holder near the floor to see if the fraying along the belt edges is causing it to hang up. Also, feel the spring tension if there is still some left to determine if there is a problem there and if there is, you can often find an inexpensive replacement at a salvage yard. If the belt is frayed, you can trim the edges to make it retract easier.
