With the A/C on does the cooling fan turn on ? If your vehicle is a 1999 as you have shown above ,it doesn't have a CCRM . Has two relay's , low speed an high speed cooling fan relay's . Location - underhood fuse box.
If you are looking for the powertrain control module (PCM) it is located in the right rear corner of engine compartment ( Passenger side), mounted in Firewall
