The ASD relay is controlled by the PCM (computer). The PCM will shut the ASD relay off if it doesn't see a signal from the crankshaft position sensor. Check that sensor and the wiring from the sensor to the PCM.
I used to have the same problem, not so much in the winter though. It was all the time, in any weather. I changed the crankshaft position sensor. Its located at the back of the engine on the passenger side. Its actually in the top of the transmission bell housing. There are two bolts that hold them in. There are allen key bolts, I believe the size is 3/8. My crankshaft position sensor was dirty. It had a lot of rust on it. Its really hard to get to it. there is a ground strap bolt kinda in the way as well above one of the bolts. You will need to get a new rubber grommet from Dodge for your new sensor. On the 4.7L, the cam position sensor is located on the right cylinder head (thats the passenger side) toward the front below the valve cover gasket. Not on the front of the head but on the side where the exhaust manifold is attched at the forward end of the head. The crankshaft position sensor is located on the same side (right) but is at the opposite end of the engine between the bell housing and the block. The crankshaft position sensor can be replaced without removing the engine or transmission, it just looks tight. Also, on the crankshaft position sensor, it slides out of a rubber gromet. The crankshaft position sensor is located on the passenger side of the transmission bellhousing. Remove the two mounting bolts and unplug wires from connector. Install the reverse of removal. Hope this will help you.
