1995 f 350 after starting the truck the starter motor wont turn off

It is probably turning off, but it is sticking out. It is not retracting back from the flywheel so the engine is still turning it. You may be able to fix the starter, with a rebuild on the gear or just get a new starter.

2003 cts wont start. i jumped the starter and won't turn over. Battery says 11.9 volts could it be the battery or starter?

Battery voltage is definitely and issue. Charge your battery and have it tested before condemning the starter.

2002 gmc 1500 sierra starter clicks but wont turn over. Have checked fuses, charged battery, tried jump starting all it does is you can here solinoid click but starter wont turn. I did turn heater fan on...

Replace the starter, the solenoid cant engage the starter because it is locked up, hence the extreme voltage drop with the fan when you try to start it with the fan on.

Car not starting or turning over indicates towards multiple possibilities. It can be issue with battery or weak battery. But if battery checks out ok, then it can be starter issue or faulty alternator or problem with low fuel pressure or no spark at spark plugs due to dirty spark plugs or faulty ignition coil or injectors getting cracked or dirty and needs to be cleaned.

Went out to start van and it seem as if it wont turn over the first time but it did; then went to the store around the corner and it wont start or turn over. i kept turning the ignition to start and after...

That sounds like a starter issue. If the engine is clicking when you turn the key on it will be starter. If there is nothing when your turning key on it's probably battery or solenoid issue. Solenoid for starter is located attached to the side of your starter.

My tundra wont start but all the lights and radio

That might be a possibility. Asssuming when you say it wont start you mean it won't crank over. First check battery voltage at the battery with a dvm when you turn the key to the start position. Then check the voltage at the starter when you turn the key to the start position. If both readings are the same and you must have a reading of at least 12dcv. Try turning the ignition key to the on position( not the start) and jump the positive voltage from the starter to the solenoid terminal. The starter should crank over if the proper voltage is present. If the starter just clicks or just attemps to start. yes, you need to replace your starter
