Take out the bulb holder then have some one step on the brakes then pull on the black neutral wire like 1/8 of an inch and the buld will light up.
Does the high mounted brake light operate?check brake light switch if it does not work , if the high mount light works could be turn signal switch.
The 2002 Chevy Express model has a known Technical Bulletin published for no brake lamp illumination. With the parking lamps switched on and the brake pedal depressed, only the upper roof mounted lamps illuminate switching off the lower parking lamps located along side the cargo doors precisely the lower of the two in the red lamp housing. The solution to this problem is to replace the lower lamp socket on both the left and the right side. Specifically the lower of the two along side the cargo doors. There is a negative/ground fault within the lamp sockets. I have personally repaired this problem and may I suggest purchasing replacement lamp socket Pico 5447 which includes a thicker foam weather gasket which can be purchased here >>http://www.summitracing.com/parts/PCO-54... and a new set of long life wedge style bulbs here >> http://www.summitracing.com/parts/WAG-BP... These sockets and bulbs are different then what is presently in your vehicle, however the wedge style is a superior design and used in modern high end vehicles.

Check the brake light switch on the pedal under the dash. if it does not get depressed all the way adjust the switch location with the nut on the switch neck, Good luck
