no dont need to replace the fuse panel -check the blade connections where the fuse plugs in if missing or broken will need to un bolt the panel to access wiring from behind if missing /popped thru than push up and back into place if just wire can get new blade s to replace or splice an inline fuse and by pass the fuse panel
It dont sound like your fuses. Manufactores put extra fuse outlets in for extra options. So they all dont have to have a fuse in them. Do a search for "instrument panel lights on" Theres also a code most vehicles will give just by turning on the key and clicking back n forth by counting how many times the instrument light comes on will be a code which then can be sometimes figured out on the computer from a code search or the garage will have the code reader. They are also availible in stores to buy for specific makes of cars.
