I don't think it is the pump. The pump would generally make a noise all the time because the motor's belt is what powers your power steering pump. Sometimes you will hear it bog down the motor when it is being turned all the way to one side or the other but that sould be about it. The grinding you described sounds like a rack and pinion problem and not anything to do with the pump itself. I hope im wrong because rack and pinion fixes are much more expensive and time comsuming to repair

My power sterring makes a noise when i turn it hard over

This is the power steering pump loading up to full pressure and the gears grinding together. To stop this noise and the ultimate destruction of the pump when you reach full lock back of the steering wheel a touch and the noise should go away and it will not affect the turning circle of the car . Check drive belt condition and tension.

When turning hard right or left a noise occurs not sure if it is awheel bearing or 4-wheel drive u-joint

Raise wehicle and use long handle prybar and try to lift the wheel straight up. If it is play then you have bad bearings. Please Note that wheel bearings will make grinding noise igf they are bad on any speed above 25Mph no matter that you turning your steering whel or not. Grinding noise from turning your steerin wheel it is comming from sterring pump. Check your fluid.

Steering problems

the windstar is very common for leaking powersteering racks, one way to check is to squeeze the boot that goes over the inner tierod and onto the steering rack, if it is squishy you will require a new steering rack
