Question about 1999 Ford Taurus
I have never seen the key ID chip fail. If its part of the anti-theft system then the theft light (little car with a pad lock next to it) will be flashing fast when you try to start it. If that is the case then some other part of the PATS system is more likely to blame, probably the module. Your problem sounds more like a wiring issue. On the 97 through 01 or 02 Taurus there was a bad wiring design. If you take your driver's front wheel off, remove the splash shield in the wheel well and look at the back top of the well there is an area where a bunch of wires run through a plastic race and then turn up. The wire bundle likes to rub through at the end of that race and your symptom sounds like the early stages of that. Look there, repair any damaged wires, and wrap the whole thing in a few layers of electrical tape to keep them from chafing through.
