Question about 1991 Honda Accord
U have to pull apart the lower plastic panel by the door post & try to move it from inside
u would be able to the problem better

I have a 95 Honda Accord that I bought used. I realized shortly after buying that the passenger side seat belt did not latch properly.
I happened to stumble upon an article that explained that the seatbelts in the car were WARRANTEED for the LIFE of the car, unless it was obviously damage done on purpose by the owner (like cutting the strap or something..)
Check it out with your local Honda dealer/garage... They fixed mine free of charge.

check fuses or see if something might have got jamed in the track and also try movin the part where the seat belt moves back and forth to see if the motor is dying
