Unplug the blower resistor, it is located near the blower motor, check plug for heat melting or burning, This is common on theses trucks. If you see this issue you will need to replace the resistor and the plug to it. be aware that the wire connector will cost more than the resistor module. Doesn't really make much sense but what can you do?? good luck

Have you checked the relay for the system. Should be in the under hood fuse block.

1999 dodge ram when i turn the switch for heat or ac nothing happens where should i start to try and fix

You mean the blower motor doesn't come on , no air coming from the vents , changing the speed doesn't do anything ? Could be the blower motor is bad , blower motor relay , fuse # 12 40 amp in the under hood fuse box . Free wiring diagrams here http://www.bbbind.com/free-tsb/ Under system click on HVAC , Subsystem ,HVAC controls will pop in . Videos on youtube for testing heater blower motor circuit .

Can not change air from vents. turn switch but nothing happens

You may need to replace the heat/ac control head. This is the buttons that you use to control heat and ac. You can find cheap ones at any Junk Yard or Salvage Yards. Hope this helps.

AC/ Heat is working defrost not working

sounds like a short some where, start by replacing fuse, leave a/c off, turn heat on, does it blow fuse? if yes then bad blower motor. if heat rruns then turn on a/c if that blows fuse then you might have bad a/c compressor . start there. hope this helps.
