People make things up about turbos. If the turbo spins freely, you are ok. Your actuator may be bad-hook up pressure to it and see.

I recently purchase a 2004 XC90 with over 200k miles. When attempting to change the oil (a long story) I noticed that the rubber hose connecting the hard plastic air intake(?) that crosses over the top...

This is the turbo air cooler hose and most of them have some oil in them from the turbo. i would replace the hose and keep an eye on it, the problem may be a worn turbo. the turbo is sucking in oil, the turbo may need replacing but i would nt replace it right now, just replace the hose and keep an eye on the engine oil level, if the turbo is working and the engine is not using oil and you dont see smoke coming from the exhaust system when accelerating then just replace the hose for now, hope this helps.

Saab 9-3 diesel 120, My turbo charger is load and whe given a bit of throttle 2 overtake ect.. lots of black smoke piles out the back and sometimes e turbo will stop workin untill u tur the car of and back...

The turbo will not cause black smoke. White smoke, yes, if its passing oil into the engine, but not black.
First check that the air intake and filter is not blocked, check that the air hoses from the turbo and intercooler are not collapsing when given throttle.if thats ok, then get the injectors tested, if they are ok then you need to get the injection pump serviced. Black smoke is a result of overfuelling, either by the poor dispersal of fuel from the injectors or the pump, or blockage of air into the engine on the intake system.
Hope that helps

Won't idle properly, smokes, does not shift right

Black smoke is usually too much fuel to the engine. Check main computer that controls fuel injection and timing.
Blue smoke is usually oil getting sucked past worn piston rings or valve seals.
White smoke = water getting into cylinders, bad head or intake manafold gasket, or cracked cylinder head or engine block.

it soubds like you have a vacum leak problem listen for a "his" with the engine running. you may want to take apiece of hose @2-3ft long put one end at you ear and probe arround the top of the engine arrount the intake manafold and any hoses when you find the his find wher it goes and replace repair the hose. it may also be your pcvvalve thst is stuck it willcome out of the top of your valve cover and plug right the intake hose right before the throttle body

The actuator only opens when maximun set boost has been achieved. the actuator lets exhaust gas bypass the turbo once it has reached its pressure. check for vacuum leaks, cracks in the intake piping.
